In Italian homes cats outnumber dogs by half a million, according to the 2018 Assalco-Zoomark Report, which also focuses on the need for greater official and legal recognition for pets.

58 bills were presented in Italy during the last legislation but none was approved by parliament, and most did not even reach discussion stage.
